Abstract: The development of the fishing industry and commerce based on competency of human resources and natural resources in the Province of Maluku focused on the process of developing the fishing industry and commerce throughout the region. This is done so that there is no overlap between the programs but mutually supportive of each program, and the creation of harmony with the policy of both the provincial and national level, as well as the preparation of the information industry and trade specific fisheries based on the characteristics of the environment and its resources. Achievable goals to do the analysis and formulation of alternative development and empowerment programs fisheries development and trade in order to enhance the ability of small and medium enterprises, as well as helping departments of industry and commerce districts and provinces in identifying potential industry and is the flagship of the province Maluku. This study using GLS method This study the determinants and map the fishing industry and commerce that are based on natural resources and human resources so that it can be used for the acceleration of economic growth in the Province of Maluku.
