| Abstract: | Development of Rural “Mina†Business (PUMP) initiated by Minister of Marine and Fishery through partner business with Southeast Maluku fishers, especially Sub District of Kei Kecil, expected to solve related to fishers empowerment. Research aimed was to: 1) analyzed concept and institutional implementation mechanism of PUMP; 2) identified form and institutional strategy of PUMP and; 3) estimated institutional performances of PUMP. Descriptive survey methods were used in the research. Data collected included primary and secondary data. Respondent were taken by using exhausting samples. Data analysis consists of co-operation concept analysis, co-operation implementation analysis, formed and characteristics of co-operation and co-operation institutional performance analysis. The results showed that there were several conclusions as follow: 1) coordination pattern develop on PUMP was vertical integrated; 2) institutional of business group (KUB) formed by technical team was unfit with seaweeds farmers desires; 3) technical team authority was higher than KUB; 4) KUB not entirely support direct aid distribution mechanism; 5) organization structure of PUMP was fit but on implementation was not functionally to its job and role; 6) monitoring and evaluation of all activities was not well implemented. |
