Abstract: Regional leader General election and regional leader proxy are directly believed by Indonesian Nation is one of form of democracy quality improvement in Indonesia. KPU Province and Sub-province/City as organizer Pemilukada shall only fulfill expectation is intended when have members that with quality also. Election members KPU Province and Sub-province/City that have competency like that, since a beginning not got out of ability of selection team performance that professional. To give warranty existence of member selection KPU Province and Sub- province/City selective and competitive then must beginning from selection of selection team member that conducted in healthy, participative, representative and high loyalty and existence of mechanism account clear the response that. Until really can guarantee quality from member KPU Province and Sub-province/City that have moral integrity, independently, and its credibility and interest no doubt next in carrying out pemilukada that success.
