Abstract: The size of government expenditures and its effect on long-run economic growth, and vice versa, has been an issue of sustained interest for decades and economic development theorists generally agree that the quality of human resources has significant impact on economic growth. In the past a few years, much of the development planning in Maluku Province was centered on the accumulation of physical capital for rapid growth and development, without due recognition of the important role of human capital in the development process. The objective of this study is to analyze the influence of government expenditure and human capital (education and health) on economic growth in Maluku Province period 2008 to 2012, by applying panel data regression model. There are several approaches to estimate panel data regression model, but this research is used a technique of Fixed Effect Model (FEM), also called the Least Square Dummy Variable (LSDV), assumed that the slope coefficient constant between regions and over time but the intercept varies between regions. To obtain accurate and unbiased estimators result, this research using Generalized Least Square (GLS) method is also called the Cross-section Weight. The results indicate that total government expenditure significant statistically and have positive relationship on economic growth in Maluku Province. The results of this study also showed that human capital (education and health) plays an important role and significant statistically in increasing the rate of economic growth in Maluku Provinsi during the study period. Based on t- statistic test, the education is measured by average years of schooling and the literacy rate have positive impact on economic growth. The impact of life expectancy as a measure of health quality, has also significant positive relationship on the economic growth. These empirical study conclude that increasing government spending in public infrastructure and improving education and health quality will have positive impact on economic growth in long-run.
