Abstract: Maluku Province has been declared as Lumbung Ikan Nasional (LIN) since 2010 and the agreement of implementation has been signed on 26 August 2014. This means that as Lumbung Ikan or fish storage in nature, fish production from Maluku will be exploited optimally towards sustainability. Without serious and proper fisheries management, depletion of fish stock in Maluku cannot be avoided. Our analysis showed reef fisheries in Maluku have been categorised as fully exploited to overexploited. To support the fisheries management in Maluku, the aim of this study is to introduce a model of ecosystem approach for fisheries management (EAFM) to sustain the reef fisheries. We propose 5 steps of EAFM roadmap, learned from our work in Kotania bay in West Seram regency, to achieve sustainability of reef fish productivity in Maluku. Paradigm of being selective in fishing, either selective in size or selective in species, should be replaced by balance fishery, harvest proportionally to the Trophic production. Selective fishing tends to ignore the impact of fishing on the ecosystem. Catch changed in species and size composition. On the other hand, balance fishery which protects the ecosystem without any change of catch composition has been reported.
