Abstract:	If us have started to touch the culture problem punish, hence we have entered other, dissimilar area, that is connect the law with the factors having the character of the non technical. Even that way, that the factor exactly represent the resource which is the necessary for movement punish the. resource And strength like that lay in ethical attitude of pertinent nation, that law culture can sustain or pursue -law enforcement-. Is for that suggested that by a nations which its law life is infancy, require to take the stages, steps, sometimes by way of overtaking and revolutionary, namely by performing a -law reform-, sometimes rather moderating, in meaning happened by a kind of compromise, even legitimation to existing law culture.
