Abstract: This research is a case study with the basic methods descriptive analysis. As the feasibility of developing a business case was hand line tuna fishery in the Tial Village, Salahutu Subdistrict. Location research purposively on the basis that there was no activity in the Tial Village hand line tuna fisheries by 75 business units or 100 units of fishing fleet. To determine the level of tuna hand line feasibility was used analysis of investment criteria The results showed that: (1) The cost of capital was derived from its own capital fishing hand line tuna fishery owner of Rp 30,826,519, while the fixed expenses of Rp 9.039.128/years each year, and the variable cost of Rp 239 603 077/years, (2) The amount of revenue, the crew (ABK) income, and owner income each year in a row was Rp 245.148.462/years, Rp 122.574.231/years, and Rp 113.535.099/years; (3) Unit of hand linetuna fisheries in the village Tial should be developed with an investment assessment criteria are: NPV of Rp 182.354.587; IRR of 89.85%; B/C ratio of 1.457; BEP season fish instead of fishing season at Rp 31,111 and Rp 30,517; BEP season production of fish and not fishing season was 3,524 kg and 2,001 kg; ROI of 7.95; PI of 7.95, and PP of 0.27.
