Abstract: The general objective of this research is to develop and produce a measurement model of development disparities between regions based multidimensional that can be used to optimize development planning areas in an effort to overcome development gaps between regions and improving the performance of poverty reduction. The specific objective of this study 1) Identifying determinants of development disparities between regions based multidimensional in Maluku province.2) Designing and developing a measurement model of development disparitas between regions. 3) Generate and implement model prototype for measuring development disparities between district/city in Maluku province. The final result of this research is a model that includes the formulation and priority of region development planning based on local resources, which can be used to overcome the disparity of economic development between regency/city regions in the Maluku Province. To achieve the special objectives, quantitatively used several multivariate analysis: The first phase, application of Principle Component Analysis (PCA) to analyze the spatial association patterns of economic development and local resources performance, the second phase, application of K-Means Clustering analysis to identify the pattern of spatial typology of economic development and local resources performance. Based on this research, the use of 54 indicator variables can be reduced to 17 principle components, which are divided into two types of typology, namely regional typology based on economic development performance index which consists of three composite indexes and type of region typology based on the potential local resource capability which consists of 14 composite indexes. Based on the value of the nearest distance (Euclidean Distance) of economic development performance indexes, regency/city in Maluku province can be divided into four clusters.
