Abstract:	Utilization of biogas as an energy alternative in the transmigration is an effort by academia and local governments are concerned about environmental issues. In the implementation has not been the most active of the program is executed. A common problem that is felt in Papua in general is the development strategy adopted so far have not fully touched on what the community needs, but a higher priority on what the decision maker desires are still a lot of programs that fall is top down and level of community participation in the program are low, other than that desired by the public has not a synergy with the government, so that many programs are reduced, but the results obtained are not fully satisfactory. Community empowerment in this paper is more focused on the development of farming community as one of the factors of production that are essential to support the independence of the community. Solutions are expected in the future is all the stakeholders involved and support each other so that each packet derived program is able to bring prosperity and sustainability is maintained.
