Abstract: This paper is a review that describes a change in the business environment strongly influence on the organization, where each change will have a significant impact for the organization. To deal with these changes requires a human resource planning in determining the organization's desired movement in the future, in addition to the need for a comprehensive strategy to establish the effectiveness of the organization. Transformation and repositioning of the function and role of human resources planning is very beneficial associated with the business forward over the changes in the understanding of the role and functions of traditional (people issues) to role of strategic human resources (people related business issues). With the mandate is new to the human resource need for dramatic changes in the way of thinking and acting of human resource professionals, and also change the perspective and their behavior, So that the creation of a competitive advantage that gave birth to the competence and conduct of human resources which is assets of the organization.
