Abstract: Saparua has 2763 ha land from the total 17.885 ha land which is cultivated intensively for agricultural activities. This condition shows that agricultural land in Saparua island had not been cultivated optimatically for agricultural activities. Meanwhile about 63,97 presen of people from the total of people in Saparua island have primary living income as farmers who manage 0,1 - 1 ha land (83,89 %). Traditionally, community economic structure in saparua island depends on the output from plantation (cloves, nutmegs, kopra), fishery (lola, see weed, big and small pelagic fishes), animal livestocks besides transportation and communication activities/ sector, community and social services, electricity services, trading services and tourism services, which has unsignificant contribution to local economic. Thus, community has to be empowered to manage their activities particulary in agricultural land in country side area. The aim of this research is to analyse the impact of human resource activities in order to increase agricultural productivity and production particulary horticulture, plantation, animal livestocks in Saparua island.
