Abstract: One of the serious problems being faced by Maluku Province in the last few years was the high percentage of population living below the poverty line and placing Maluku as the province with the third highest poverty rate in Indonesia. This study aims to analyze the influence of education, health and social infrastructure on poverty rate in Maluku Province period 2008-2012, by applying panel data regression model. There are several approaches to estimate panel data regression model, but this research is used a technique of Fixed Effect Model (FEM), also called the Least Square Dummy Variable (LSDV), assumed that the slope coefficient constant between regions and over time but the intercept varies between regions. To obtain accurate and unbiased estimators result, this research using Generalized Least Square (GLS) method is also called the Cross-section Weight. The results showed that education, health, and social infrastructure plays a significant role in influencing the poverty rate reduction in Maluku Provinsi during the study period. Based on t-statistic test, education as measured by mean years of schooling and the literacy rate has a statistically significant effect on poverty rate reduction. Other independent variables also has a significant negative relationship with the poverty rate is the life expectancy as a measure of health quality and social infrastructure variables. These empirical study conclude that the increase in education (the mean years of schooling, literacy rate), health quality (life expectancy) and social infrastructure will have an impact on reducing poverty rate. Consequently, one of the main strategies of local government policy to reduce poverty in the Maluku Province is by increasing the quality of human resource development, education and health for all and social infrastructure evenly across regions and touches all levels of society.
