Abstract:	Laws no 32, 2004 think had take peoples as sovereignty own, because they can selects head of local government with direct. But lasts laws to exchange until twice. The last be laws no 12,2008. Laws no 12, 2008 have 2 point cases. First, selects head of local government with direct. Second, candidate of it can come from independent area. This journal have aim to learn and analyze implementation candidature independent candidate in selects head of local government and deputy according with laws. Result of research about head of local government have 2 conclude : first, independent candidate arranged in laws at laws no 12, 2008 and KPU no 15,2008. Second, KPUD must to accommodate independent candidate in selects of head of local government and deputy.
